fix(editor): fix BASE_PATH for Vite dev mode (#4342)

* 🐛 Fix `BASE_PATH` for Vite dev mode

* don't use the string `/{{BASE_PATH}}/` as it gets replaces in build

* fix the static urls on windows

* ffs node 14
